Have you considered the fact that she might be comfortable telling guys that she's bisexual because they normally don't make a thing out of it, a lot of guys find the thought of other girls being with other girls, attractive, and they know they could also get a chance with them seeing as she also likes males. But the girls could turn it the other way and suggest that your friend is going to fancy them and want them, just because they're girls. So maybe your friend is trying to come out but in stages, telling people she knows will take it well and then tackling others?
Confront your friend. Ask her and when you know the response and reasons, then you'll know what you can do/suggest.
