Well, I've heard of this situation before.

Teacher/Student relationships are mostly forbiddened in schools. Tell your friend that this is wrong and that she should move on, avoid the teacher (if she can) and depend on those close to her. If she doesn't listen to you, ask her siblings, parents or someone else to try and talk to her. Or she can use ChildLine as well!

After consulting your friend, you should talk to a counselor or principal about the teacher. He should not be having feelings for students in his class. Unless, of course, he's joking and he's just saying it as a comforting, friendly gesture.
