To be perfectly honest I don't think that there is an answer to your question. What you may have found on the internet is statistics showing that the majority of people who self-harm are above fourteen. That does not mean that it is 'not allowed' at twelve.
Obviously self-harm is wrong but you seem to know that, do you know why it is you feel the need to self-harm?
Often I find that the self-harm gets worse the longer it is left untreated therefore manifests itself in more serious forms (therefore it is more noticed about fourteen) but it does take place below that age. Indeed I was self-harming long before then, without even understanding what it is I was doing.
I think you need to get helped with it though, I'm not sure what the answer you wanted from this question. Would it have been better if I had told you it wasn't allowed? I don't think it is a question of permission in all honesty.
